In November 1997, the Government announced that it was to spend extra money on better care for old people to counter the pressures faced by hospitals in winter time. The announcement was made on the same day as the Audit Commission released its report on care for the elderly. In the same month, Norwich Union, Abbey Life and Scottish Widows all launched new long term care plans.
