What a month for income protection and welfare reform. Richard Walsh discusses his report on resilient households, the government's Green Paper and the contradictory actions in the Autumn Statement.

First, as a co-author with my SAMI Consulting colleague Alan Woods, I was very pleased to launch our report for the CII - "Building Resilient Households - the future of financial provision for those too ill to work". The world is changing. 70% of long-term absences are amongst employees of small or medium enterprises with 43% being people who work for employers with fewer than 50 staff; 60% of absences are accounted for by women and 57% of absences are amongst people under the age of 50.
