The Financial Services Authority (FSA) is going ahead with proposals to improve the governance of life insurance firms.
The regulator intends to make the use of discretion in with-profits funds more transparent and make directors and management of insurers explicitly responsible for decisions, including those taken on actuarial advice, removing the role filled by appointed actuaries.
