The Law Commission will publish a third paper looking at the problems surrounding non-disclosure on 22 February.
This paper will scrutinise the role of the intermediary in relation to the amount of claims being declined due to non-disclosure.
Nick Kirwan, protection market director at Scottish Widows, said: "I don't have any inside information on what will be covered by the paper, but I suspect it may question who the intermediary is acting for. It is a slightly unusal situation where the intermediary acts on behalf of a client while being paid for by an insurer.
"I think there are some things intermediaries need to get on top of fast," he added.
