The government is encouraging councils to raise council tax to fund long-term care. Richard Walsh discusses the problems with this and alternative means of funding.

For many years we have been anticipating a crisis in social care funding. Successive Governments have looked at the issue and then stepped back from any decision in the hope that we can muddle through. Last week's decision to encourage councils to increase council tax to put more money in the system means we have finally reached a "tipping point".
